Stormwater Pollution Control
No, this is not after the rain. This is after streetsweepers ran all day long. Note the mud in the foreground.

According to the BMP Guide, "usage of water shall be minimized". Yet water was the primary cleanup method.

In this photo, the 3 inch crushed rock is filled with dirt and mud. It is not clear how this will prevent hazards and nuisance materials from migrating offsite.
If Best Management Practices were difficult to follow, how can we be sure the hazard mitigation process was completed correctly and safely?
